Pretty sure the word "All-Comers" was used by track promoters way back to allow non-compliant race cars into grids were others had to conform?(NASCAR) sort of a bullshit word or excuse..............usually these cars were owned by the promoters with paid drivers to dice the field up believing they had some sort of perceive advantage.......interesting.
